Preliminary Community Revitalization Action Plan, 2005-2010

 
The following section presents a brief summary of the Liberty CDC's immediate, near, and long-range projects. These projects were identified by local residents, business persons, and elected officials participating in Liberty's ongoing planning process, and reviewed and adapted by the CDC's staff and Board of Directors. Additional input was obtained from technical assistance providers, including: Sullivan County Partnership, Sullivan County Planning Department, Cornell University 's Department of City and Regional Planning, and Rural Opportunities Incorporated. The Board of Directors of the Liberty CDC will revise this list, on a regular basis, as part of its ongoing strategic planning process, and to adjust for changing economic, funding and political conditions.

Small business assistance

- Develop & implement ‘Main Street Direct,' a technical assistance program for small businesses.

- Implement physical improvement projects for Main Street (facades and/or awnings)

- Create inventory of available commercial spaces.

- Develop cooperative programs for Main Street businesses (marketing, advertising, and merchandizing).

- Establish a revolving loan fund /CDFI for small businesses.

- Create and establish a comprehensive program for entrepreneur development, in cooperation with SCCC and Cornell University

Regional economic development

- In cooperation with Sullivan County Partnership, develop action plans to create 1-2 shovel-ready commercial sites within the Town of Liberty .

- Define and pursue value-added economic activities related to local agricultural sector.

- Identify and realize development opportunities related to Bethel Woods and the county's arts community, in cooperation with Delaware Valley Arts Alliance and the Sullivan County Visitors Association

- Develop and launch economic development programs related to cultural-, eco-, and agri-tourism

Physical improvements

- Assist and advise local leaders through the design, construction, and programming phase of the improvement initiatives for Griebel Memorial Park and the connected parking lot zone parallel to Main St .

- Operate as community information center during the DOT's refurbishment project on Liberty 's main traffic artery (Mill Street & South Main Street).

- Collaborate with local residents, business owners, and elected officials in devising an urban design plan for Swan Lake, one of the Town of Liberty 's five hamlets.

- Work with Village and Town officials to create and implement a new zoning ordinance and design guidelines to direct the future physical development of the Village and Town

Workforce training

- Review and revise Opportuniteen Program.

- Research and develop additional Youth workforce development programs

-Work with SCCC and Cornell to create pathway to college program through mentoring, experiential learning, and scholarship efforts

-Collaborate with local business owners in developing specialized training and career development programs for workers and managers

Youth development

-Work with local youth to complete the design, fund-raising, and development phases of their skate park project.

-Establish Youth Voices, a community board of young community activists.

-Develop and implement a business concept for a Youth Store in Liberty .

-Work with youth, recreational workers, non-profits to expand access to educ./ rec./cult. programs of the Frost Valley Y

-Lead ongoing efforts to establish a full service youth center serving area youth and young adults

Affordable housing

-Catalogue housing inventory for rehab projects and prepare 5-10 future projects with technical assistance from ROI.

-Research and apply for additional grants related to housing development/new construction

-Design and plan a mixed-income, mixed-finance residential community to create housing alternatives for residents in low-quality housing units.

-Cultivate on-going relationships with commercial housing developers

-Devise a strategy for upgrading the housing provided to families living on the upper floors of Main Street 's mixed-use buildings
